Need a scanner for cheap

Anyone know where I could find a realatively decent scanner for cheap? I don't have too much cash, but I can't submit anything because my photoshop has died, won't work on Windows anymore... and I can't make anything else new unless I use MS paint, anyone have any suggestions on where to go/ what to do?

I am... somewhat insane about dragons >.<
